About the Role
The Vice President, People Experience & Rewards (PxR) is a grounded, self-aware, enterprise-minded executive who provides strategic leadership for the People Experience & Rewards portfolio. This includes enterprise learning, leadership and talent management (performance and succession management, early talent and career development), organizational effectiveness (employee engagement, culture and recognition; enterprise workforce planning and HR reporting and analytics), and total rewards. This leader is a pragmatic, highly collaborative integrator who translates enterprise strategy into actionable programs, frameworks, and practices that support a large, diverse workforce.
The ideal leader is composed, visibly collaborative, and brings the credibility and judgment required to operate effectively at the executive level. They are comfortable operating at the executive and board level, building trust across HR and the broader organization. This individual is a practical, business-savvy problem solver who values clear communication and can translate data and insights into concrete action for a complex, diverse workforce environment. They thrive in high-visibility, high-change settings, bringing calm judgment, resilience, and a genuine commitment to employee experience, wellbeing, and career development.
Key Responsibilities
Enterprise Leadership
- Lead integrated, enterprise-focused strategies across talent, culture, engagement, and rewards.
- Drive practical, outcomes-oriented performance management, workforce development, and organizational design.
- Serve as a trusted senior advisor on strategy and complex people issues.
Total Rewards
- Lead enterprise total rewards strategy (compensation, benefits, pension).
- Oversee job architecture and governance to ensure equity and compliance.
- Monitor market trends and support labour relations with data-driven insights.
Organizational Effectiveness
- Lead workforce planning, HR analytics, and enterprise reporting to provide clear, actionable insights.
- Drive credible, data-informed culture, engagement, and recognition strategies.
- Deliver insights to align workforce strategy with business priorities.
Learning, Leadership & Talent Management
- Set direction for enterprise learning, leadership, and talent programs.
- Oversee LMS and modern learning solutions.
- Lead succession, performance, and career development frameworks.
Customer / Stakeholder Engagement
- Partner with executives as a visible, trusted peer to advance talent and leadership initiatives.
- Build strong relationships through proactive, transparent engagement and communication.
- Collaborate cross-functionally with a “one HR team” mindset to align people strategies with business needs.
Operational Excellence
- Ensure alignment with HR service delivery models, policies, and regulations.
- Drive governance, performance monitoring, and continuous improvement.
- Ensure compliance with privacy, legislative, and data standards.
Financial Stewardship
- Oversee budgets and ensure effective resource management.
- Deliver within budget while managing financial risks.
- Monitor program outcomes for timely and effective delivery.
People Leadership
- Lead and develop high-performing, values-aligned, collaborative teams.
- Provide coaching and direction to drive performance.
- Partner to shape HR strategy, structure, and resource planning.
Qualifications
- Education: Master’s degree in Human Resources, Organizational Development, Industrial Relations, Business Administration or a related field (or equivalent combination of education, training, and experience)
- Experience: Minimum 15 years related experience, including 5+ years in a leadership role within a unionized and/or public sector environment
- Certifications: Canadian Human Resources Leader (CHRL) designation considered an asset
The successful candidate will be a seasoned HR executive with a track record of integrating talent, analytics, and rewards in dynamic, evolving organizations.
