Dr. Markel focuses on the Health and Municipal Sector Practice of Phelps.

Dr. Frank Markel is a Principal with Phelps. Frank has had a long and prestigious career in healthcare and the public sector. His many leadership roles include President and CEO, Trillium Gift of Life Network, Executive Director of the Joint Policy and Planning Committee (a partnership of the Ontario Ministry of Health and Long-Term Care and the Ontario Hospital Association), and Executive Vice President of the Toronto Rehabilitation Institute. Throughout his career, Dr. Markel has taught in the program in Health Administration of the Institute for Health Policy, Management and Evaluation (IHPME) of the University of Toronto. He continues to hold the honorary title of Senior Fellow at IHPME. In addition to his work for Phelps, Frank serves as Executive Director of CAHSPR, the Canadian Association for Health Services Policy and Research.  Dr. Markel holds a Ph.D. and M.Sc. in Mathematics from the University of Toronto. His Bachelor of Arts Degree is from Carleton College in Northfield, Minnesota. That degree was granted to Frank Magna Cum Laude, with Distinction in Mathematics. Dr. Markel studied in the Masters of Health Science program in Health Administration at the University of Alberta.

Throughout his career, Frank has been asked to serve as a member of Boards and Committees for a host of healthcare organizations, provincially, nationally and internationally. Those include serving as a Member of the Board of Donate Life America, Member of the National Advisory Committee to Canadian Blood Services on Organ and Tissue Donation, Chair of the Advisory Committee to the Ministry of Health and Long-Term Care on Hospital Funding and many more.  As a CEO for many organizations, Dr. Markel brings a wealth of experience to the Board/CEO relationship.  At Phelps, Frank recruits leaders for the public sector, primarily education and healthcare. Dr. Markel’s many years of experience in the healthcare system gives him a unique appreciation of the skills necessary to lead a healthcare organization in this rapidly changing environment. His host of colleagues is invaluable in helping Phelps to reach out to the most promising leaders.  Since coming to Phelps, Frank has participated in many searches in the educational sector. His training and teaching experience in Mathematics gives him unique insights into the field.
